This pattern is worked in tapestry crochet, which is a method used for working with multiple colors easily allowing color changes.
To do a tapestry crochet pattern, you carry the unused color(s) along the top of the stitch row below, working your stitch around the unused yarn. When you wish to switch color, you simply complete the last stitch of the old color to the point of the last yarn over, then pull the new color up and yarn over with that, pulling it through your loops to complete the stitch. This is the same method you might use for a color change in more traditional crochet but with this method you do not have all the yarn tails to work in later.
This method has been well documented by crochet artist Carol Ventura on her web site and in her books and free online videos. She also has several free patterns available online at various sites if you enjoy this method and wish to do more with it. I will put her link in the footnotes of this pattern.

Was this all worked in single crochet? You didn't specify. And is it possible to send me the chart

for row 6: MC19, plus 13 stitches in the middle plus the last MC19 is 51 stitches total, not 49.
for row 7: MC18, CC16 and MC17 is 51 stitches total.
Row 8 is back to totaling 49 stitches.
I'm not so good as to be able to work out what needs correcting where, so if you could perhaps correct the pattern...?
I LOVE this pattern and really want to succeed with it.
